These regulations implement Section 508 of the Rehabilitation Act of 1973 (29 U.S.C.A. § 794d) and the Web Content Accessibility Guidelines 1.0 (WCAG 1.0) published by the Web Accessibility Initiative of the World Wide Web Consortium (W3C).
